What it means
The God who saves is also the God who sings. He does not merely tolerate His people; He delights in them, quiets them, and rejoices over them aloud.
Zephaniah is mostly a book of judgment. Its final verses turn to a restored Jerusalem, and God Himself is pictured singing.

You suspect God is disappointed in you.
You need to be quieted rather than corrected.
