What it means

God promises restoration to a people whose wound He had just called incurable, and He is moved by their being called an outcast. The one no one cares for, He cares for.

From Jeremiah’s Book of Consolation, spoken to a nation going into exile. A few verses earlier the LORD says their wound is beyond healing; here He says He will heal it.
