What it means
Resistance works only in the order given: first bowed to God, then set against the devil. Submission is the posture from which resistance has any strength.
James has just quoted Proverbs: God opposes the proud but gives grace to the humble. The surrounding verses call for a humbling that God Himself will lift up.
