What it means

This is God’s own description of His character, the most quoted self-description in the Old Testament. The power that made the world is compassionate, gracious, patient, loyal and true.

After the golden calf, Moses asks to see God’s glory. God hides him in the rock and proclaims His name as He passes. The sentence continues into verse 7.
